I have the honour to address Your Lordship
on the subject of an allowance to Mr. F. Winyard of the
Kowloon-Canton Railway. In 1917 Mr. Winyard, who held at that
time the post of Head Guard on the Railway was given an
increase of salary and placed on a scale of £200 to £230 by
£10 biennially. This was reported in the usual quarterly
returns and was duly approved.

As a result of representations which
were made to me in 1918, based on the fact that Mr. Winyard
was doing a considerable amount of overtime, owing to the
suspension of the post of Station Inspector by the transfer
of a Mr. C. J. Roe who held the post to the Imports and Exports Department, I approved of a grant of $30 per mensem
to Mr. Vinyard, from the date of Mr. Roe's transfer to the
end of the year.

Mr. Winyard is an officer of unusual ability, who takes a great interest in his work. The Manager of the Railway has reported of him that his hours are long and arduous, that he is out early and late, and that he can
always be relied upon to be present when required.

In addition to this, Mr. Winyard has
interested himself in giving First Aid Lectures to the
